Circumstances of detention

On June 29, 2022, Andrey Serezhenko was abducted from his home by FSB officers.

Being in prison

He was initially held at the 'Steklotara' – one of the most notorious torture and detention sites in occupied Kherson. He was then taken away in an unknown direction. For a year and a half, his relatives had no information about his whereabouts or condition. It was only in February 2024 that he was officially charged with complicity in an act of international terrorism and storage and transportation of an explosive device. According to Memorial, as of March 2026 he is held in FKU SIZO-1 of the Federal Penitentiary Service of Russia for the Chechen Republic.

Accusation

According to the FSB, Serezhenko participated in the assassination attempt on Yevgeny Sobolev, the head of the 'Penitentiary Service of the Kherson Region' appointed by the Russian occupation authorities. Sobolev’s car exploded on June 18, 2022. The security officer survived. Serezhenko’s case is based solely on his confession, which he partially retracted in court. It is likely that he was forced to incriminate himself under threats and torture. The case was received by the Southern District Military Court on June 5, 2024. Serezhenko was charged under Part 3 of Art. 222.1 and Part 2 of Art. 205 of the Criminal Code of the RF. On August 6, 2024, Judge Denis Alexandrovich Galkin returned the case for further investigation, stating that 'the factual circumstances indicate grounds for qualifying the actions as a more serious crime'. On November 14, 2024, the charges were reclassified to Part 1 of Art. 361 and Part 3 of Art. 222.1 of the Criminal Code of the RF.

Adjudication

On May 13, 2025, the Southern District Military Court in Rostov-on-Don sentenced Andrey Serezhenko to 17 years of imprisonment, with the first 2 years to be served in prison, and the remaining term in a strict-regime correctional colony, plus a fine of 300,000 rubles. He was found guilty under the articles on committing an act of international terrorism (Part 1 of Article 361 of the Criminal Code of the RF
